Shaykh , could you please clarify to me

1) What is meant by Hizbi or who is / are considered as Hizbees ?

2) Is an Hizbi considered out of Ahlus Sunnah ?

3) Who has the right to label someone as Hizbi or a group of people as Hizbees ? Is it the scholars only ?

What is meant by Hizbi or Who is/are considered as Hizbees?

The Hizbi is the innovator who separated from Ahlus Sunnah because of his heresy and made it as a basis for loyalty and allegiance . To make Tahzeeb of a person means to say he is an innovator in a way that has an explanation . It is a word that carries in its meaning Bidah , loyalty based on it , splitting the ranks and resembling the Ahlul Kitab in dividing and differing with regards to the religion .

This is what the language of the Quran points to , as Allah عز وجل says ,

۞ مُنِیبِینَ إِلَیۡهِ وَٱتَّقُوهُ وَأَقِیمُوا۟ ٱلصَّلَوٰةَ وَلَا تَكُونُوا۟ مِنَ ٱلۡمُشۡرِكِینَ (31) مِنَ ٱلَّذِینَ فَرَّقُوا۟ دِینَهُمۡ وَكَانُوا۟ شِیَعࣰاۖ كُلُّ حِزۡبِۭ بِمَا لَدَیۡهِمۡ فَرِحُون

Be not of Al-Mushrikun Of those who split up their religion (i.e. who left the true Islamic Monotheism), and became sects, [i.e. they invented new things in the religion (Bid'ah), and followed their vain desires], each sect rejoicing in that which is with it.

Also this is what is pointed to when the Ulemah use that word .

So if you fear Allah عز وجل then do not use that word except against those whom you are sure that they deserve it. Especially against those whose Sunnah and Salafiyya are apparent and well established . Otherwise keep silent , and whoever is silent will be saved.

Is an Hizbi considered out of Ahlus Sunnah ?

Yes , and it is not possible for a person to be a Sunni Hizbi in the religion of Allah عز وجل , because this is a combination between contradictions . Therefore Allah عز وجل has prohibited it in the Quran as how it has been mentioned previously, because Hizbiyyah is a way to destroy the religion by separating its people from the truth.

So to specify a group of people as Hizbees means to attribute them to a group of innovations and to the groups that deserve punishment i.e. those seventy two misguided sects who have separated from the truth and divided the religion. Even though these groups are of different levels in terms of innovations and heresy , they all come under the those who separate from the truth and become divisions with regards to the religion .

Who has the right to label someone as Hizbi or a group of people as Hizbees ? Is it the scholars only ?

Yes , certainly. Since it is included in a great domain of the religion , which is the domain of enjoining good and forbidding evil , clarifying the truth and warning against falsehood , only those who are known for knowledge , guidance , distinction , experience , piety and other qualities of those who are firmly rooted in knowledge can enter this domain.
