What to do when others do not co operate in standing in the Saff properly

وعليكم السلام ورحمة الله وبركاته 
Allah عز وجل says  { لَّسۡتَ عَلَیۡهِم بِمُصَیۡطِرٍ } " You are not a dictator over them ". Also He عزوجل says لَا تُكَلَّفُ إِلا نَفْسَكَ " you are not tasked (held responsible) except for yourself " . And He جل وعلا says { مَّا عَلَى ٱلرَّسُولِ إِلَّا ٱلۡبَلَـٰغُۗ  } " The Messenger’s duty is only to deliver ˹the message˺. " . And  He عز وجل says { لَا یُكَلِّفُ ٱللَّهُ نَفۡسًا إِلَّا وُسۡعَهَاۚ } " Allah burdens not a person beyond his scope. " . The meaning of this is the Muslims are obliged to strive to be upright and correct in all their affairs as long as they are able to do so. And if a Muslim is able to advise and teach and inform others , then he should do so . If they accept your advice and respond properly then all praise is to Allah  عز وجل . But if they do not accept , then they will not harm you in anything except by Allah ’s permission. This is a general rule that is applied on all issues related to the Islamic Sharia'h including what you have mentioned in your question . And Allah عز وجل knows best . 

Placing small children in the Saff during prayer

وعليكم السلام ورحمة الله وبركاته 
Yes .. they should connect the rows and keep the small girl at the side . And it does not affect the validity of the prayer because straightening the rows is obligatory and it is not a condition for the validity of the prayer . And Allah عز وجل knows best . 

Bringing small children to the Masjid

و عليكم السلام ورحمة الله وبركاته 

There is nothing wrong with that whether it is for the Friday prayer or for the daily congregational prayers . The Prophet صلى الله عليه وسلم did it as in the authentic hadith " Narrated Buraydah ibn al-Hasib : The Messenger of Allah (ﷺ) delivered a speech to us; meanwhile al-Hasan and al-Husayn came upon there stumbling, wearing red shirts. He came down from the pulpit, took them and ascended it with them. He then said: Allah truly said: "Your property and your children are only trial" . I saw both of them, and I could not wait. Afterwards he resumed the speech. " Also his companions رضي الله عنهم did it with their children. 

But the child’s guardian should take care of him in the Masjid so that his child does not cause the worshipers to lose Khushoo .  Likewise, it should be known that if the child has not yet reached the age of discerning the rulings of prayer and purity , then he should not sit in the rows with men , but rather stand in a separate row or in some other place so that his presence does not break the Saff because he still doesn't have any prayer upon him yet .

And Allah عز وجل knows best .
