Should a person with urinary incontinence repeat his Wudhu or Salah? 

Semen ( Maniyy ) is not impure 

وعليكم السلام ورحمة الله وبركاته 
The issue is simple . They do not have to worry about that flow because she has no choice in it .  Also the semen is not impure , therefore its existence is the same as its absence . She should only remove it from herself and her clothes and the like whenever it comes out with the intention of mere purification and avoiding the unpleasant smell that may come from it . And Allah عز وجل knows best .
