Text Answer
If it is from the government then you are allowed to apply for it. As everyone of us have a share in Baitul Mal and asking from Baitul Mal is your right and is not considered as begging. Benefit : The Qaida (principle) says asking financial support from others is illegal except when there is an evidence to legalise it and that will be in specific situations with their own conditions applied. For example, asking your own father who has the ability to aid you financially when you are in need is legal. Another example, asking the leader to support you from the Baitul Mal of the Muslimeen as you have a share in it and this share will be decided by him (Waliyul Amr). There are lot of evidences from the Book and the Sunnah to prove this Qaida. (Charity is) for Fuqarâ (the poor), who in Allâh’s Cause are restricted (from travel), and cannot move about in the land (for trade or work). The one who knows them not, thinks that they are rich because of their modesty. You may know them by their mark, they do not beg of people at all." [2:273]. And from the Sunnah that the Prophet صلى الله عليه وسلم said " من سأل الناس تكثراً فإنما يسأل جمراً؛ فليستقل أو ليستكثر He who begs to increase his riches is in fact asking only for a live coal. It is up to him to decrease it or increase it " [Narrated by Muslim]. So it is a very sensitive door and Allah عز وجل knows best.
