If a scholar makes Tabdee on a person is it obligatory on the rest of the Muslims to follow him

Is it true that there is no Ijtihaad for scholars in Jarh wa Tadeel ? Can we say that , if an Aalim did a Jarh Mufassar on a person then others cannot do Ijtihaad on that ?
