How to know if a ruling derived from the Quran and Sunnah is specific or general ?

Do these verses in Surat al Kahf " Say (O Muhammad صلى الله عليه وسلم): Shall We tell you the greatest losers in respect of (their) deeds? Those whose efforts have been wasted in this life while they thought that they were acquiring good by their deeds. They are those who deny the Ayat of their Lord and the Meeting with Him (in the Hereafter). So their works are in vain, and on the Day of Resurrection, We shall assign no weight for them. " [ 18 : 103 -105 ] can one use these verses against the people who innovate in the Deen ? Is there any criteria to know if a verse is specific or general ?
