If someone wrongs or speaks rudely to a person , then that person says " I forgive him , but I really don't like the way he is behaving or speaking with me , forgive him O Allah " . The reason why the person says " I really don't like the way he is behaving or speaking with me " is because when the person does that , he feels lightened after informing Allah عز وجل ( even though Allah عز وجل knows it before that) . But the person does not intend by that to supplicate against the one who wronged him or spoke rudely. If the person does the above would that come under supplicating against someone ?

There is nothing wrong in saying such a statement as how it has been described. But the best way to deal with such matters is to forgive without complaining. So I advice you to get used to forgiving silently without any additional statements because it can nullify your reward in some situations.
